Before backing down, Obama insisted on full legal rights, complete with a New York civilian trial, for 9/11 terrorist Khalid Sheikh Mohammed. Not so much for US born terrorist Anwar al-Aulaqi. Now Cheney wants an apology for all the bad things Obama said about the way he treated terrorists.

I do believe that “wanted dead or alive” fits this episode, and that includes citizen or not.
I could easily imagine this same cartoonist one hundred years ago drawing a similar cartoon with a slave picking cotton demanding to be treated like a citizen, then in the second panel being hung from a tree. Call it what you want but the depiction of the Muslim as ugly, unshaven and dirty, smacks of racism.
